In China, there are many kinds of voluntary certification carried out by various certification bodies, and the use of standards or technical specifications is not uniform, which brings a lot of confusion to the establishment and management of the management system of certified production enterprises, and the law enforcement agencies are at a loss in the daily process of law enforcement. In order to solve this problem, the CPC Central Committee and the State Council put forward "to establish a unified green product system" in the "overall plan for the reform of ecological civilization system" and "opinions of the general office of the State Council on the establishment of a unified green product standard, certification and identification system". Integrate environmental protection, energy conservation, water conservation, recycling, low carbon, regeneration, organic and other products into green products, and establish a unified green product standard, certification, identification and other systems.


By 2020, we will initially establish a green product standard, certification and identification system with systematic science, open integration, advanced indicators and authoritative unification, improve laws, regulations and supporting policies, and achieve the goal of system integration of class I products, standards, lists, certifications and logos. " Relevant research institutions of various industries prepare green product evaluation standards in accordance with GB / t33761-2017 general principles for green product evaluation. The green product evaluation coating (GB / t35602-2017) drafted by CNOOC Changzhou paint Chemical Research Institute Co., Ltd. was issued on December 8, 2017 and implemented on July 1, 2018, which is one of the first 13 green product evaluation standards. In order to help users understand the technical content of the standard, this paper will interpret the background and main content of the standard.


Interpretation of basic requirements


The basic requirements are divided into the basic requirements of production enterprises and the basic requirements of products. The basic requirements of production enterprises mainly include clean production, technical process, safety production, management system, safety management of hazardous chemicals, environmental protection, etc. For example, the safety production of the enterprise shall meet the requirements of AQ / t9006 basic code for standardization of enterprise safety production, the safety facilities of the construction project shall meet the "three Simultaneities" system, and the enterprise shall establish and operate the safety management system of hazardous chemicals in accordance with the regulations on safety management of hazardous chemicals. The basic requirement of the product is to regulate from the aspect of not adding harmful substances and to meet the requirements of health and environmental protection in specific fields. For example, benzene, methanol, halogenated hydrocarbon, ozone depleting substances and a series of substances harmful to the ecological environment and human health shall not be added to the coating, electronic and electrical coatings shall meet the requirements of GB / t26572-2011, and automotive coatings shall meet the requirements of GB / t30512-2014.


Interpretation of index system


The selection of evaluation indexes of this standard follows the principles of high consumer concern, urgent need for consumption upgrading, great impact on the ecological environment, integration of product green and quality, and double green products and enterprises in the coating life cycle. The evaluation index system of this standard is divided into primary index and secondary index. The primary index includes resource attribute index, energy attribute index, environment attribute index and quality attribute index. The secondary index is the specific evaluation project. Because of the different kinds of coatings, the requirements of secondary index content and reference value of each kind of coatings are also different. In this standard, the requirements for indicators of waterborne building coatings, inorganic building powder coating materials, waterborne industrial coatings, powder coatings, radiation curing coatings, high solid content coatings and solventless coatings are formed.


The six index requirements mainly include the following contents.


1. According to the resource attribute index GB / t33761-2017, the resource attribute index focuses on the selection of materials and water resource reduction, recycling, packaging materials and other indicators [1]. The resource attribute of this standard is selected according to the domestic advanced level requirements of cleaner production evaluation index system of coating manufacturing industry (Trial) issued in 2007 and the international advanced level requirements of cleaner production evaluation index system of coating industry issued in 2016. The consumption of raw materials, fresh water consumption and clean production requirements of raw material production enterprises are selected as the secondary indicators. In addition, combined with the requirements of foreign green product standards, the organic compounds added in the resin of waterborne building and industrial coatings will cause certain harm to human body and environment, so the content of such organic compounds in the products will be taken as the secondary index supplementary items of such coatings, such as the content of residual monomers, benzene, toluene, ethylbenzene, xylene, N-methylpyrrolidone.


2. Energy attribute index GB / t33761-2017 energy attribute index specifies that energy attribute shall focus on energy saving and energy efficiency indexes of products in the process of manufacturing or use. The energy attribute selection of this standard is also based on the domestic advanced level requirements of the cleaner production evaluation index system of coating manufacturing industry (Trial) issued in 2007 and the international advanced level requirements of the cleaner production evaluation index system of coating industry issued in 2016. Considering the characteristics of coating industry, this standard only selects the comprehensive energy consumption per unit product as the secondary index.


3. According to the environmental attribute index GB / t33761-2017, the environmental attribute focuses on pollutant discharge in the production process and toxic and harmful substance release in the use process. This standard mainly selects the following four requirements as the secondary indicators. a. Whether there is a qualified particulate matter recovery device installed on the site of the enterprise, and it operates normally. b. Whether the required local or overall closed exhaust gas collection device is installed, and it will enter the closed negative pressure exhaust gas treatment system after collection and operate normally. c. The discharge of pollutants shall meet the national or local pollutant discharge standards and law enforcement requirements. d. Requirements for VOC content in products. Among them, the VOC content requirements of the products are based on the standards of Europe, the United States, Japan, Hong Kong, China and so on. The benchmark values of VOC content in the standards are higher than those of foreign countries.


4. In the quality attribute index (GB / T 33761-2017), the quality attribute shall focus on the indicators of product durability, health and safety that are highly concerned by consumers and affect high-end quality. In this standard, first of all, the product quality and performance meet the requirements of the highest level of the quality standard as the secondary index project; second, the content of formaldehyde, benzene, toluene, ethylbenzene, xylene, heavy metal, biological killer and other substances harmful to human health and environment in the product is selected as the secondary index project; in addition, as an essential product for interior decoration, the coating is harmful after coating The quality release is the focus of residents' attention, so the total volatile organic compounds and formaldehyde release are taken as the secondary index items; finally, the secondary index of the attribute index includes: safety label, product safety technical specification, packaging and other index items.
